VIII. Functional Equivalents
1. Who determines "functional equivalence" for students in nontraditional settings such as home schools and high schools that do not have traditional high school transcripts? How will functional equivalence be determined?
K.S.A. 76-717 provides for the admission of students from Kansas high schools that do not document student progress in terms of units of credit or grade point averages. The statute requires the Board of Regents to determine the "functional equivalent" of completion of a 2.0 GPA on the pre-college curriculum.
The Board of Regents determined that a composite ACT score of 21 or better is functionally equivalent to completion of the pre-college curriculum with a 2.0 on a 4.0 scale. Kansas students who graduate from home schools or nontraditional high schools may be admitted to a Regents university if they have earned a composite score of 21 or better on the ACT.
Applicants from home schools or nontraditional high schools who do not achieve the functional equivalent of 21 or better on the ACT may seek admission by petitioning the Regents university through the preparation of a portfolio of the student's work in secondary school. Portfolios will be assessed by the individual Regents university and students may be admitted through the ten percent exceptions window. The individual Regents universities will develop guidelines and implement procedures for assessment of student portfolios and the admission of such students through the exceptions window.
